The Canary Islands are a territory intrinsically linked to the ocean. Our present and future are closely tied to the health of our seas, the activity along our coasts, and our ability to responsibly and sustainably harness the opportunities offered by the blue economy.

Therefore, it is a pleasure to welcome the 1st European Ocean Pact Congress to the Canary Islands, a forum for meeting, reflection, and cooperation that will allow us to analyze the challenges and opportunities this European initiative presents for our islands.

The European Ocean Pact represents a common framework for advancing the protection and restoration of marine ecosystems, promoting a sustainable blue economy, strengthening knowledge and innovation, and supporting coastal, island, and outermost regions. All these objectives are especially relevant for our islands, given our status as an outermost region, our strategic position in the Atlantic, and the importance of the sea to our economy and employment.

This congress will provide an opportunity to share experiences, forge alliances, and promote new solutions through collaboration among public administrations, the business sector, the scientific community, and civil society. Only through cooperation and shared knowledge can we address challenges such as climate change, marine pollution, biodiversity loss, and the need to move towards more sustainable production models.

The Government of the Canary Islands wishes to reaffirm the role of the islands as hubs of knowledge, innovation, and commitment to ocean protection. The Canary Islands must not only participate in shaping European policies related to the sea, but also actively contribute to their development and implementation. Hence the importance of holding this first Congress in our archipelago.

Therefore, I encourage you to participate and take advantage of this opportunity to continue building a more sustainable, competitive, and connected Canary Islands within its Atlantic environment.

FIRST EUROPEAN OCEAN PACT CONGRESS

Objectives and scope

An initiative of the Deputy Ministry of Economy and Internationalization of the Government of the Canary Islands, within the framework of the Canary Islands Blue Economy Strategy 2030 (ECEA 2030), with the collaboration of the Canary Islands Maritime Cluster (CMC) and the Technological Institute of the Canary Islands (ITC).

The Congress aims to translate the principles and priorities of the European Pact for the Ocean to the reality of the Canary Islands, advancing in the definition of its own roadmap that will allow the identification of opportunities, challenges and lines of action for the archipelago.

This multi-sector meeting will bring together institutional representatives, companies, research centers, specialized entities and experts to analyze, from a Canary Islands perspective, the six pillars of the Pact and promote collaboration between agents linked to the blue economy, sustainability, innovation, ocean protection and maritime security.

What is it?

The European Ocean Pact

On June 5, 2025, the European Commission presented the European Ocean Pact as a comprehensive strategy to address the major challenges facing the ocean. It establishes a common framework at the European level that unifies policies, coordinates initiatives, and drives a transformation towards more sustainable, safe, and competitive maritime governance. This provides a holistic approach to all ocean-related policy areas, optimizes coordination among stakeholders, and facilitates the implementation of existing legislation. The main objective is to move towards an “Ocean Union,” with a future Ocean Act as its regulatory cornerstone.

HEALTHY OCEAN

Conservation and recovery of marine ecosystems and biodiversity, with initiatives to strengthen the management of marine protected areas, the creation of blue carbon reserves and the updating of the Marine Spatial Planning Directive.

BLUE ECONOMY

Modernize and decarbonize the economic sectors linked to the sea (such as fishing, aquaculture, maritime transport, offshore renewable energies and sustainable tourism), promoting industrial innovation and ensuring long-term economic viability.

COASTAL COMMUNITIES AND ISLANDS

Strengthening the resilience and socioeconomic development of regions that depend directly on the sea. This includes specific strategies for adapting to climate change, generational renewal in marine activities, and local socioeconomic support.

MARITIME SECURITY AND DEFENSE

It addresses the protection of critical underwater infrastructure, the increased surveillance of maritime borders with advanced technologies (such as drones and AI), cooperation between coast guards and the cleanup/removal of unexploded ordnance in European waters.

KNOWLEDGE AND RESEARCH

It supports scientific and technological development through the use of Digital Twin of the Ocean, the integration of marine data (Copernicus, EMODnet) and public awareness/education programs (Ocean Literacy).

OCEANIC DIPLOMACY

Positioning the EU as a key global player, leading the fight against illegal, unreported and unregulated (IUU) fishing, promoting the ratification of the Biodiversity Beyond National Jurisdiction (BBNJ) Treaty and supporting a global treaty on plastics.
